Centre Approved Funds for Implementation of Jal Jeevan Mission in Maharashtra, Karnataka, and Tripura On the lines of the announcement made by the Prime Minister Narendra Modi in 2019 regarding Jal Jeevan Mission (JJM) which aims to provide “Functional Household Tap Connection” (FHTC) to 18 Crore rural households of the country by the year 2024, the Centre has earlier approved funds for the implementation of Jal Jeevan Mission for Odisha, Meghalaya, Assam & Bihar. Now extending this scheme further for other states, Centre has now approved funds to the following states for FY2020-2021:

Central Govt approved funding of Rs 1,829 Crore for implementation of Jal Jeevan Mission in Maharashtra The Central Govt has approved funding of 1,829 crore rupees for the effective implementation of Jal Jeevan Mission in Maharashtra for 2020-21 on the basis of the Annual Action Plan (AAP) for 2020-21 presented by Maharashtra to the Department of Drinking Water and Sanitation.


Target – State has planned to provide 100% tap connections to all the households in the State by 2023-24. Maharashtra plans to provide tap connections to 31.30 lakh households in 2020-21. Out of 1.42 Crore rural households in Maharashtra, 53.11 lakh households have already got tap connections.

The state has an unspent balance of Rs 285.35 crore. It adds that along with Central allocation and a matching state share, the total fund available will be Rs 3,908 crore.


Further, the 15th Commission has allocated grants worth Rs 5,827 crore that has to be compulsorily spent on supply of drinking water, rainwater harvesting and water recycling besides sanitation and maintenance of open defecation- free (ODF) status.

Central Govt has approved fund of Rs 1,189.40 Crore for implementation of JJM in Karnataka in 2020-21 Central Govt has approved a fund of Rs 1,189.40 Crore for implementation of JJM in Karnataka in 2020-21, which is a considerable increase from Rs. 546.06 Crore in 2019-20. Karnataka is planning 100% household coverage by 2022- 23.

For 2020-21, the State has planned to provide 23.57 lakh households with tap water connections.

With an opening balance of Rs. 80.44 Crore available with the State and along with this year’s allocation of Rs. 1,189.40 Crore, and considering the State matching share, a total of Rs. 2,734.03 Crore will be available for implementation of JJM in Karnataka.

The State received Rs 3,217 Crore as Finance Commission Grants in 2020-21.


Central Govt allocated Rs 156.61 Crore for FY20-21 to Tripura for implementation of JJM in State


For the year 2020-21, the fund allocation for the implementation of JJM in Tripura has been increased from Rs 107.64 Crore to Rs 156.61 Crore. With an opening balance of Rs 136.45 Crore available with the State and along with this year’s allocation of Rs 156.61 Crore, and considering the State matching share, a total of Rs 320.16 Crore will be available with the state.

State has planned to provide 100% Functional Household Tap Connection by 2023 under JJM.


In 2020-21, Tripura has been allocated Rs 191 Crore as 15th Finance Commission Grants to PRIs and 50% of this amount is mandatorily to be utilized for water supply & sanitation. Funds provided under Swachh Bharat Mission (G) is to be utilized for grey water treatment and reuse works.


About JJM:

It aims to enable every rural household has assured availability of potable water at a service level of 55 litres per capita per day (lpcd) on regular and long-term basis. As a mission target, all states are presenting their implementation plans to the National level Committee headed by Secretary, Department of Drinking Water & Sanitation, Govt. of India for approval.


The estimated outlay of the mission is Rs 3.60 Lakh Crore with Central and State share of Rs. 2.08 Lakh Crore and Rs.1.52 Lakh Crore respectively.

 

Tripura Government to launch ‘Ektu Khelo, Ektu Padho’ for school students

Tripura Education Minister Ratan Lal Nath informed that, ‘Ektu Khelo, Ektu Padho’(Play little, Study little’), an initiative for school students upto class VIII will be launched on June 25.


Major Highlights of the initiative

i. Students with access to android phones will get audio and video contents on learning activities,projects with fun and gaming activities through WhatsApp. Others will get through SMS.

ii.  Every morning the lessons & assignments will be sent to the mobile phones. The feedback on their performance will be collected in the afternoon.

i.The Tripura education department will share the learning contents to different district academic coordinators. ii.They will share the contents to the school headmasters in their concerned areas. The headmasters will then give teachers the responsibility to share the contents among the students.

Note: About 5 lakh students study in 4,733 schools in Tripura.


Other initiatives

Tirupur had launched many programmes for students through online classes and recorded videos in April 2020, which were broadcasted on cable television channels and social media.

Tripura govt launches Mukhyamantri Matru Pushti Uphaar Scheme to Provide Nutrition Kits to Pregnant and Lactating Women

On June 25, 2020 Tripura government has launched Mukhyamantri Matru Pushti Uphaar scheme to provide nutrition kits to pregnant and lactating women. The scheme is a part of the state’s efforts to fight malnutrition and maternal mortality. The scheme was announced by state Minister for Social Welfare and Social Education Santana Chakma.

The government expects to incur an expenses of about Rs 8 crore annually for this scheme.

The scheme will be in addition to the Pradhan Mantri Matru Vandana Yojana (PMMVY) under which Rs 5000 each was given to 58,996 beneficiaries, after the birth of their first child.

About Mukhyamantri Matru Pushti Uphaar scheme

i. Nutrition kit- Each nutrition kit will cost Rs 500 & will have food items and grocery supplies, such as peanuts, soya beans, mixed pulses, jaggery and ghee.

ii.  Test– Pregnant women will be tested 4 times in nearby Primary Health Centers (PHC) and the kit will be given after each test .Nutrition kit will be given after each test as per the Matru Pushti Uphaar scheme. iii.Beneficiaries– Around 40, 000 women will be benefited under the scheme.


Revised guidelines

As per the regulations till now the children who suffer from severe acute malnourishment (SAM) were given 4 eggs per week.

As per the revised guidelines 6 eggs per week and 20 gram(gm) jaggery & 200 Milliliters(Ml) milk will be provided six days every week.

Harsh Vardhan released Annual TB Report 2020 prepared by Central TB Division; 14% rise in TB patients in 2019

On June 24, 2020, Ministry of Health and Family Welfare’s (MoHFW) Union Health Minister Dr Harsh Vardhan and its Minister of State (MoS), Ashwini Kumar Choubey launched the Annual “India TB (Tuberculosis) Report


2020” through a virtual event which is released by Central TB Division (CTD), MoHFW . The salient feature of 2020 report is that for the first time CTD introduced a quarterly ranking on TB elimination efforts by all the states and UTs. In accordance with the report, there were around 24.04 lakh TB patients in 2019, a 14% increase in as compared to the year 2018.

It should be noted that the sustainable goal of eradicating TB globally is 2030, but the Indian government is committed to achieve this target in the country by 2025.


In this regard, the programme has been renamed from the Revised National Tuberculosis Control Program (RNTCP) to National Tuberculosis Elimination Program (NTEP). 14 committees have been constituted at national level to provide technical guidance for programme implementation.

The Minister also released a Joint Monitoring Mission report, a manual on Direct Benefit Transfer to TB patients under NIKSHAY system, a Training Module, and the quarterly newsletter NIKSHAY Patrika.

Key achievements listed in the report:

-There has been a reduction in the number of missing cases to 2.9 lakh cases as against more than 10 lakhs in 2017.

-Private sector notifications increased by 35% with 6.78 lakh TB patients notified.

-Due to easy availability of molecular diagnostics, the proportion of children diagnosed with TB increased to 8 percent in 2019 compared to 6 percent in 2018.


-Provision of HIV testing for all notified TB patients increased from 67 percent in 2018 to 81 percent in 2019.

-Expansion of treatment services has resulted in a 12% improvement in the treatment success rate of notified patients. For 2019 it is 81% compared to 69% in 2018.



-More than 4.5 lakh DOT (Directly observed treatment) Centers provide treatment covering almost every village across the country.

-Near-complete on-line notification of TB patients have been achieved through the NIKSHAY system. NIKSHAY also expanded the provision of four Direct Benefit Transfers (DBT) schemes of the programme: Nikshay Poshan Yojana (NPY) to TB patients The incentive to Treatment Supporters

About NIKSHAY

NI-KSHAY-(Ni=End, Kshay=TB), a web enabled patient management system for TB control under the NTEP is developed and maintained by the CTD in collaboration with the National Informatics Centre (NIC), and the World Health Organization (WHO) Country office for India.

It is used by health functionaries at various levels across the country both in the public and private sector, to register cases.

It also functions as the National TB Surveillance System and enables reporting of various surveillance data to the Government of India.
