Union Home Minister Amit Shah Inaugurates “Destination North East-2020” Festival
On Occasion of World Tourism Day (i.e 27th September, 2020) Union Home Minister Amit Shah (Home Minister is also the Chairman of North-East Council) inaugurated the “Destination North East-2020” through video conference. i.The theme for Destination North East 2020 is “The Emerging Delightful Destinations”.
ii. The four-day festival (27th September – 30th September, 2020) will promote and showcase the North East’s (NE) tourism, culture, heritage and business.
iii. Minister of State (MoS) for Development of North Eastern Region (MDoNER) (Independent Charge), Jitendra Singh and Chief Ministers of Eight North East states (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura) were present during the inauguration.
Destination North East:
i. The Programme will feature Audio Visual presentation of tourist spots of the NE easterns and a virtual exhibition of handicraft, traditional fashion, and local products.
ii. Destination North East is a calendar event of the Ministry of Development of North Eastern Region, it is conceptualized with the objective of taking North East Region to other parts of India and bringing them closer to strengthen the national integration.
iii. On September 22, 2020 MDoNER, Jitendra Singh unveiled the Logo and song for “Destination North East- 2020”.
Key points from the Speech:
i. Highlighted the 14th Finance Commission, about the allocation for Northeast was Rs 3, 13, 375 Crore, which is 251 percent increase compared to the Rs 89, 168 Crores allocated in the 13th Finance Commission.
ii. To improve the connectivity of North Eastern States with themselves and rest of India, 6 railway projects worth Rs. 15, 088 crores have been completed by the Government of India.
iii. Government of India will spend Rs 553 Crore on the development of the airport and Rs 10, 000 crores on 19 road projects of 869 km length.

i. On June 22, 2020 MoS of Development of North Eastern Region (DoNER) Dr Jitendra Singh sanctioned Rs.190 crores for augmentation of healthcare facilities in the eight North Eastern (NE) States for developing infrastructure for management of infectious diseases.
ii. On February 28, 2020, President Ram Nath Kovind gave his nod for resuming delimitation exercise in the northeastern States of Arunachal Pradesh, Assam, Manipur, and Nagaland by rescinding/cancelling the February 8, 2008 order.

Tripura Receives First Inland Shipping Cargo from Bangladesh under PIWTT
On September 3, 2020, the Daukandi (Bangladesh) – Sonamura (Tripura) Inland Waterway Protocol route has been operationalized giving further boost to bilateral trade between India-Bangladesh relations under Protocol for Inland Water Trade & Transit (PIWTT). This is the first ever export consignment from Bangladesh to Tripura through the inland waterways.
• Bangladeshi vessel, MB Premier carrying cement started from Daukandi on September 03, 2020, after getting permission from Bangladesh Inland Water Transport Authority (BIWTA), and will reach Sonamura on September 05, 2020, traversing 93 kms along the river Gumti.
• The cargo would be received in the presence of the Chief Minister (CM) of Tripura, Biplab Kumar Deb and India’s High Commissioner to Bangladesh, Riva Ganguly Das.
• It should be noted that this operationalization will provide an economical, faster, safer and environment friendly mode of transport and will result in substantial economic benefits to local communities on both sides.
• In the last one year, approx. 3.5 MMT (Million Metric Tonnes) of cargo was transported between India and Bangladesh on the protocol routes.
Background:
The PIWTT was signed between India and Bangladesh in 1972 to provide inland waterways connectivity between the two countries, particularly with the North Eastern Region of India. This PIWTT was further expanded on May 20, 2020 with the inclusion of additional routes and ports of calls. Read India Bangladesh sign pact to operationalise 5 more ports of call & 2 new routes.

On July 27, 2020, Indian Railways handed over the specifically modified 10 railway broad gauge locomotives to Bangladesh, which will help in handling the increasing volume of passenger and freight train operations in Bangladesh. All locomotives can attain speed of up to 120 km per hour and have a residual life of 28 years or more. The move was part of a sharpened focus on India’s “neighbourhood first” policy.

Andhra Pradesh Retains Top Spot in EODB 2019 During BRAP 2018-19 Ranking
On September 5, 2020, Union Minister of Finance and Corporate Affairs Nirmala Sitharaman has virtually announced the 4th edition of State Business Reform Action Plan (BRAP) Ranking for 2018-19 which was released by Department of Industrial Promotion and Internal Trade (DPIIT), Ministry of commerce and industry. In accordance with that, Andhra Pradesh (AP) topped the Ease of Doing Business (EODB) ranking 2019, followed by Uttar Pradesh (UP) and Telangana at 2nd & 3rd place respectively. Among Union Territories (UTs), Delhi bagged the top spot.
• The state of UP improved to reach the 2nd spot from 12th spot in the 2018 ranking while Telangana slipped from 2nd to 3rd position.
• It should be noted that EODB is a joint initiative by the DPIIT and the World Bank (WB) to improve the overall business environment in the States.
• Parameters: The BRAP 2018-19 included 180 reform points covering 12 business regulatory areas such as Access to Information, Single Window System, Labour regulation, Environment, land availability, construction permit.
• Reason: The reason behind this ranking is to create an element of healthy competition in states in order to achieve a larger objective of attracting investments and increasing EODB in each State.

About BRAP Ranking:
Initiated in 2015, BRAP ranking represent the EODB in the State with increased transparency, efficiency and effectiveness of the government regulatory functions vis-a-vis the business enterprises.During the assessment full weightage was given to the feedback from over 30,000 respondents at the ground level, who gave their opinion about the effectiveness of the reforms.

Vice-President releases ‘The State of Young Child in India’ report
On September 04, 2020, Vice President of India, Venkaiah Naidu released the inaugural issue of the report ‘The State of Young Child in India’ virtually. The report provides an account of challenges related to early child development (0-6 years) in India.
The report has been prepared by Mobile Creches, a policy advocacy organisation which works with underprivileged children across India.
The report has also released the list of Best-performing states & worst-performing states based on the Young Child Outcomes Index.

Key Points:
i. According to the report, there 159 million children aged below 6 years in India out of them 21 per cent are undernourished, 36 per cent are underweight and 38 per cent do not receive full immunization.
ii. According to analysis on expense towards child nutrition, healthcare, education and other protection services, India has spent Rs 1,723 per child in 2018-2019, which is insufficient to reach the entire eligible population.
iii. The report introduced two indexes: Young Child Outcomes Index (YCOI) and Young Child Environment Index (YCEI).
Young Child Outcomes Index (YCOI):
i. The Young Child Outcomes Index (YCOI) measures health, nutrition and cognitive growth with help of indicators such as infant mortality rate, stunting and net attendance at the primary school level.
ii. Based on the index, eight states have scored below the country’s average. They are Assam, Meghalaya, Rajasthan, Chhattisgarh, Madhya Pradesh, Jharkhand, Uttar Pradesh and Bihar.
iii. The index was constructed for two time periods 2005-2006 & 2015-2016 to provide inter-state comparisons and also provides an idea of change over time.
Young Child Environment Index (YCEI):
i. The report has also developed another index called Young Child Environment Index (YCEI) to understand policy and environment enablers that influence a child’s well being.
ii. It uses five policy enablers that influence child well-being outcomes which includes child well-being outcomes, including poverty alleviation, strengthening primary health care, improving education levels, safe water supply and promotion of gender equity.
iii. According to YCEI Index, Kerala, Goa, Sikkim, Punjab and Himachal Pradesh secured top five positions.The environment index was constructed for 2015–2016.
Schemes/programmes for Children Development:-
Government of India has introduced several comprehensive policies and flagship programmes.Some of notable schemes are:-
i. Ministry of Women and Child Development allocated additional funds for all children nutrition under the Integrated Child Development Scheme (ICDS).
ii. National nutrition mission ( Poshan Abhiyaan) for Early Childhood Development.
iii. The Rashtriya Bal Swasthya Karyakram (RBSK) is an important initiative for early identification and intervention for children from birth to 18 years to cover 4 ‘D’s — Defects at birth, Deficiencies, Diseases and Development delays including disability
iv. Beti Bachao Beti Padhao (BBBP) is equally important to ensure protection, education and empowerment of the girl child.
India has been making conscious efforts to meet the international commitments like the UN Convention on Rights of the Child (UNCRC) and the Convention on the elimination of all forms of discrimination against women (CEDAW), and more importantly the sustainable development goals (SDG).
