Ramesh Pokhriyal ‘Nishank’ Launches India Report – Digital Education June 2020 prepared by Digital Education Division of MHRD


On 28th July 2020, Ramesh Pokhriyal ‘Nishank’ Union Minister for Human Resource Development(HRD) launched the compilation India Report – Digital Education June 2020 prepared by the Digital Education Division of Ministry of Human Resource Development (MHRD) in consultation with Education Departments of States and UTs.

The report highlights the methods adopted by the MHRD and the Education Department of States and Union Territories(UT) to ensure the accessibility to education for the children at home.


Note:

The Ministry of Human Resource Development(MHRD) was renamed as the Ministry of Education(MoE) on 29th July 2020.

India Report – Digital Education:

i. The report discusses on the projects to assist the students, teachers and scholars on digital education like DIKSHA, Swayam Prabha TV Channel, Online MOOC courses, On Air Shiksha Vani, DAISY by NIOS(differently-abled), e- PathShala, National Repository of Open Educational Resources (NROER) to develop e-content and energized books and other digital initiatives of State and UT Governments.


ii. The social media tools like WhatsApp Group, YouTube channel, Google meet, Skype were used as a medium to connect the students.

iii. The E-learning portals, Television, Radio and DIKSHA were majorly used by the stakeholders.

iv. States and UTs have also distributed textbooks for children to ensure inclusive learning.


Remote learning Initiatives of State Governments:

Chhattisgarh – Padhai Tunhar duvaar (Education at your doorstep)

Goa partnered with Embibe, an Artificial Intelligence (AI)-powered online platform to support the entrance exam preparation of the students.

Jammu – Project Home Classes

Kerala – educational TV channel (Hi-Tech school programme)

Lakshadweep – distributed tablets with e-content for students.

Meghalaya – E-scholar portal as well as free online courses for teachers


NCT of Delhi – Mission Buniyaad

Rajasthan – SMILE (Social Media Interface for Learning Engagement)

Telangana – online certificate programs for teachers on ‘Management of mental well-being during COVID’.

Uttarakhand – uses Sampark Baithak App to provide videos, puzzles, worksheet for primary level students.

Low tech forms of teaching:

i. Radio talks in mother tongue and Regional Doordarshan are used for teaching in Arunachal Pradesh and districts of Jharkhand.

 

ii. Classes are telecasted from a virtual control room over the local TV channels in Puducherry.

iii. Comic books for students of classes 3 to 5 are published in Manipur.

iv. To provide online education for students in low network area’s Ladakh collaborated with Non-governmental organisations like EMBIBE Bangalore and 17000 feet.

v. Haryana conducts quiz competition to engage students amid lockdown due to global pandemic.

vi. Toll Free Call Centre and Toll Free Video call centre were started in Andhra Pradesh to support the students with limited access to TV and Radio and no access to internet.

vii. Motor iskool and a toll free number as VFS (Virtual Field Support) were started by Chhattisgarh.


viii. Gujarat initiated Vanchan Abhiyan,a reading campaign and Parivar no maalo-salamat ane humfaalo (family’s nest-safe and warm) to provide socio psychological support for children.

ix. West Bengal also started a toll-free helpline number to clarify the students’ doubts.

x. Karnataka launched Pariksha Vani, an exam preparation program through Doordarshan

xi. Tamil Nadu provides an online practice test for students of government and government aided for NEET exam.

eVIN to Strengthen Immunisation Supply Chain, reached 32 States & UTs

The Electronic Vaccine Intelligence Network (eVIN), which is used for efficient vaccine logistics management has reached 32 States and Union Territories (UTs) and will soon be rolled-out in the remaining State of Sikkim and Union Territories (UTs) of Andaman & Nicobar Islands, Chandigarh and Ladakh. Currently, 23,507 cold chain points across 585 districts of 22 States and 2 UTs routinely use the eVIN technology.

eVIN provides real-time information on vaccine stocks and flows, and storage temperatures across all cold chain points in the country amid COVID-19.


About eVIN:

Aimed at strengthening immunization supply chain systems in India, eVIN is being implemented under National Health Mission (NHM) by Ministry of Health and Family Welfare (MoHFW). It ensures continuation of the essential immunization services to protect children and pregnant mothers against vaccine preventable diseases.

Since April 2020, 8 States (Tripura, Nagaland, Manipur, Meghalaya, Arunachal Pradesh, Haryana, Punjab and Maharashtra) are using the eVIN application with 100% adherence rate to track State specific COVID-19 material supplies, ensure availability and raise alerts in case of shortage of 81 essential drugs and equipment.

Notably, with eVIN Vaccine availability at all times has increased to 99% in most health centers. Also there is an activity rate of more than 99%, instances of stock-outs have reduced by 80%, and the time taken to replenish stocks has also decreased by more than half, on an average.

Over 41,420 vaccine cold chain handlers provided training on eVIN and nearly 23,900 electronic temperature loggers have been installed on vaccine cold chain equipment for accurate temperature review of vaccines in storage.

NITI Aayog Released Export Preparedness Index (EPI) 2020: Gujarat Tops the Overall Rankings

On 26th August 2020, NITI Aayog in partnership with Institute of Competitiveness released the Export Preparedness Index (EPI) 2020, this is the first report to examine export preparedness and performance of the states of India.

Gujarat was identified as the top performing state in the category of Coastal state and also topped the Overall rankings.

AIM of EPI:

To identify the challenges and opportunities

Enhance the effectiveness of Government policies

Encourage a facilitative regulatory.


Structure:

The structure of the EPI includes 4 pillars which are Policy, Business Ecosystem, Export Ecosystem and Export Performance and 11 sub pillars which are Export Promotion Policy, Institutional Framework, Business Environment, Infrastructure, Transport Connectivity, Access to Finance, Export Infrastructure, Trade Support, R&D Infrastructure, Export Diversification, and Growth Orientation.

Framework:

i. The framework of the EPI is based on the feedback from the states, Union Territories(UT) and organisations like Export-Import Bank of India (EXIM Bank), Indian Institute of Foreign Trade (IIFT) and Directorate General of Commercial Intelligence and Statistics (DGCIS).

ii. Reserve Bank of India(RBI), DGCIS and Central ministries were consulted for some of the indicators.


Features:

i. The EPI 2020 evaluates the true potential and capacities of the Indian States.

ii. It also provides the detailed insights to guide the stakeholders towards strengthening the national and international level export ecosystem.

iii. This data driven effort identifies the core areas that are significant to promote the exports at sub national level. iv.This index will support the state governments to achieve the benchmark regional performance in export promotion and provide insights on how to improve


Highlights:

i. The landlocked states, Chhattisgarh and Jharkhand had taken several measures to promote exports which can be implemented by the other states with similar socio-economic challenges.

ii. The Northeastern states under the Growth orientation sub pillar focused on the indigenous products like spices to promote their exports.

iii. Among the 8 Coastal States, 6 states occupied the positions among the top 10 ranking which indicates the strong enabling and facilitating factors to promote exports.
